- Rep. Young, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: The process for responding to each and every challenge is not very clear. There are no safeguards to reduce or eliminate frivolous challenges that could slow down the counting process for an unknown period of time. At present, every challenge must be investigated and a resolution must be had before the vote can be certified.” Senate Bill No. 624, entitled A bill to amend 1956 PA 218, entitled “The insurance code of 1956,” by amending section 4072 (MCL 500.4072), as amended by 2003 PA 200. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays, as follows:
