- Horn Nesbitt Stamas Excused—1 McMorrow Not Voting—0 In The Chair: President Senator Brinks offered the following amendment: 1. Amend page 5, following line 4, by inserting: “Sec. 205. (1) In addition to the funds appropriated in part 1, federal revenues authorized by and fully funded by the federal emergency management agency in support of COVID-19 response are appropriated and may be received and expended for federal emergency management agency approved state and local pandemic response activities authorized under state law and subject to federal requirements. (2) If additional authorization is approved in the statewide integrated governmental management application (SIGMA) by the state budget office under this section, the department of state police shall notify the subcommittees and the senate and house fiscal agencies within 30 days after the approval. The notification shall include the amount and funding source of the additional authorization, the date of its approval, and the projected use of funds to be expended.”.
