Senate Bill No. 82, entitled A bill to make appropriations for the legislature, the executive, the department of the attorney general, the department of state, the department of treasury, the department of technology, management, and budget, the department of civil rights, and certain other state purposes for the fiscal year ending September 30, 2022; to place conditions on the appropriations; to provide for the expenditure of the appropriations; to provide for the disposition of fees and other income received by the state agencies; and to declare the effect of this act. The question being on the passage of the bill, Senator Victory offered the following amendment: 1. Amend page 64, following line 1, by inserting: “Sec. 702. From the funds appropriated in part 1 for branch operations, the department shall ensure that each secretary of state branch office maintains in-person services for a minimum of 25 hours per week. Additionally, the department shall not require an individual to schedule an appointment to receive in-person services on the days the branch office is open for in-person services, including branch offices with extended hours that are open between the hours of 7:00 a.m. and 7:00 p.m. The department of state may continue to offer in-person services by appointment pursuant to the maintenance of in-person services as prescribed.”. The amendment was adopted, a majority of the members serving voting therefor. Senator Bayer offered the following amendment: 1. Amend page 23, line 11, after “threats” by striking out “12,000,000” and inserting “20,000,000” and adjusting the subtotals, totals, and section 201 accordingly. Senator Chang requested the yeas and nays. The yeas and nays were ordered, 1/5 of the members present voting therefor.
