- The Senate was called to order by the President, Lieutenant Governor Gilchrist. By unanimous consent the Senate returned to the order of Messages from the House Senate Bill No. 145, entitled A bill to create the Michigan first-time home buyer savings program; to provide for first-time home buyer savings accounts; to prescribe the powers and duties of certain state agencies, boards, and departments; to allow certain tax deductions; and to provide for penalties and remedies. The House of Representatives has substituted (H-4) the bill. The House of Representatives has passed the bill as substituted (H-4) and ordered that it be given immediate effect. Pending the order that, under rule 3.202, the bill be laid over one day, Senator Lauwers moved that the rule be suspended. The motion prevailed, a majority of the members serving voting therefor.
