Representative Rendon moved to adopt the meeting minutes from December 11, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5153 before the committee: HB 5153 (Rep. Glenn) A bill to amend 1982 PA 250, entitled "Child abuse and neglect prevention act," by amending section 2 (MCL 722.602), as amended by 2018 PA 60. Representative Annette Glenn, the bill sponsor, introduced Mr. Colin Parks, Manager Child Program Services and Family Presentation Program Office in the Bureau of Child Welfare in the Michigan Department of Health and Human Services, and explain HB 5153. Mr. Parks testified in support of HB 5153. Questions followed. Copy of his handout is attached. The Chair laid HR 123 before the committee: HR 123 (Rep. Carter) A resolution to urge the Congress of the United States to establish and fund programs that support positive health practices for minority mothers. Representative Brenda Carter, the resolution sponsor, explained the HR 123 to the committee. Questions followed. The Chair laid HB 5148 and HB 5149 before the committee: HB 5148 (Rep. Carter) A bill to amend 1939 PA 288, entitled "Probate code of 1939," by amending section 55 of chapter X (MCL 710.55), as amended by 2016 PA 481. HB 5149 (Rep. Wozniak) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 136c (MCL 750.136c), as amended by 2016 PA 482. Representative Brenda Carter, the bill sponsor for HB 5148, and Representative Douglas Wozniak, the bill sponsor for HB 5149, explained their bills, and introduced Dion Roddy, an attorney and Chair of the Adoption Committee of the Family Law Section of the State Bar of Michigan, who testified in support of HB 5148 and HB 5149. Questions followed. Copy of his written testimony is attached.
