- Representative Arbit moved to adopt the meeting minutes from March 16, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4083 before the committee: HB 4083 (Rep. Rogers) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding subpart 3 to part 147. Representative Rogers introduced the substitute (H-2) for HB 4083. The Chair laid a presentation by the Composting Council of Michigan before the committee. Bill Whitley from the Composting Council of Michigan gave an overview presentation of the organization. Questions and discussion followed. The Committee returned to consideration of HB 4083.
