- Representative Paiz moved to adopt the meeting minutes from September 13, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 148 and SB 149 before the committee: SB 148 (Sen. Polehanki) A bill to amend 1969 PA 224, entitled "An act to license and regulate dealers in and research facilities using dogs and cats for research purposes; and to repeal certain acts and parts of acts," by amending section 12 (MCL 287.392) and by adding sections 11a and 12a. SB 149 (Sen. Hertel) A bill to amend 1969 PA 224, entitled "An act to license and regulate dealers in and research facilities using dogs and cats for research purposes; and to repeal certain acts and parts of acts," by amending the title and sections 1 and 7 (MCL 287.381 and 287.387) and by adding section 8a. At 9:05 AM, the Chair laid the committee at ease. At 9:09 AM, the Chair called the committee back to order. Senator Hertel and Senator Polehanki testified in support of SB 148 and SB 149. Questions and discussion followed. Blake Goodman, representing the Humane Society of the United States, testified in support of SB 148 and SB 149. Questions and discussion followed. Rob Stachlewitz, representing the Corporate Vice President and General Manager of Charles River Mattawan, and.Mandy Hagan, the Director of State Government Affairs for the Animal Health Institute, testified in opposition to SB 148 and SB 149.
