- Representative Byrnes moved to report out SB 721 with recommendation. The motion prevailed 8-0-5: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz. Nays: None. Pass: Reps. Zorn, Paquette, Bezotte, BeGole, Prestin. The Chair laid HB 5353 before the committee: HB 5353 (Rep. Fitzgerald) A bill to implement section 29 of article IX of the state constitution of 1963; to provide a process for state compliance with its obligation to finance the costs incurred by local units of government to provide, administer, and implement certain activities or services required by this state; to prescribe the powers and duties of certain state agencies and public officers; to prescribe certain powers and duties of the legislative branch; to provide for the administration of this act; and to repeal acts and parts of acts. At 12:15 PM, the Chair laid the committee at ease. At 12:15 PM, Majority Vice Chair Byrnes called the committee back to order. Representative Fitzgerald testified in support of HB 5353.
