The Chair laid an Informational Hearing on the Health Plan Services Line Item for Fiscal Year 2023–2024 and Fiscal Year 2024-2025 before the committee. Dominick Pallone, representing the Michigan Association of Health Plans, provided a presentation on the Medicaid budget- Health Plan Services Line Item. Questions and discussions followed. Todd Anderson and Kris Kraft, representing Blue Cross Complete Michigan and Blue Cross Blue Shield of Michigan, provided a presentation on Blue Cross Complete of Michigan and the Value of Medicaid. Questions and discussions followed. At 10:16 AM, the Chair laid the committee at ease. At 2:10 PM, the Chair called the committee back to order. The Chair laid HB 4328 before the committee: HB 4328 (Rep. Fairbairn) A bill to make, supplement, adjust, and consolidate appropriations for various state departments and agencies, the judicial branch, Robin Risko, representing the House Fiscal Agency, testified on HB 4328. Questions and discussions followed. Representative Fairbairn, Representative Roth, Representative Cavitt, Representative Prestin, and Representative Borton, joined by Senator Damoose, testified in support of HB 4328. Questions and discussions followed. Representative Farhat offered the following amendment to HB 4328: 1. Amend page 5, following line 18, by inserting: “Enacting section 1. This amendatory act does not take effect unless Senate Bill No. 55 of the 103rd Legislature is enacted into law.”
