Representative BeGole moved to excuse Representative Tyrone Carter from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 5314, HB 5315 and HB 5316 before the committee: HB 5314 (Rep. Rigas) A bill to amend 1919 PA 232, entitled "An act to supplement the laws of the state relating to the powers and duties of the attorney general and the institution and prosecution of actions thereby on behalf of the state, to authorize intervention in pending litigation on behalf of the people in certain cases, and to permit the bringing of any suit at law in which the state is a party plaintiff in the circuit court of Ingham county," by repealing section 2 (MCL 14.102). HB 5315 (Rep. DeBoyer) A bill to amend 1846 RS 12, entitled "Of certain state officers," by amending section 28 (MCL 14.28). HB 5316 (Rep. Cavitt) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 1631 (MCL 600.1631). Representative Cavitt and Representative DeBoyer testified in support of HB 5314, HB 5315 and HB 5316. Questions and discussions followed. The following person submitted a card in support of HB 5316, but did not wish to speak: Randy Gross, representing the MI Chamber. The Chair laid HB 4586 before the committee: HB 4586 (Rep. Woolford) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending section 5b (MCL 28.425b), as amended by 2023 PA 37.
