SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES Wednesday, December 10, 2025 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Hope, Breen and Scott. Absent: Rep. Tyrone Carter. Excused: Rep. Tyrone Carter. Representative Wozniak moved to adopt the meeting minutes from November 12, 2025. There being no objection, the motion prevailed with unanimous consent. Representative BeGole moved to excuse Representative Tyrone Carter from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 5314, HB 5315 and HB 5316 before the committee: HB 5314 (Rep. Rigas) A bill to amend 1919 PA 232, entitled "An act to supplement the laws of the state relating to the powers and duties of the attorney general and the institution and prosecution of actions thereby on behalf of the state, to authorize intervention in pending litigation on behalf of the people in certain cases, and to permit the bringing of any suit at law in which the state is a party plaintiff in the circuit court of Ingham county," by repealing section 2 (MCL 14.102). HB 5315 (Rep. DeBoyer) A bill to amend 1846 RS 12, entitled "Of certain state officers," by amending section 28 (MCL 14.28). HB 5316 (Rep. Cavitt) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 1631 (MCL 600.1631). Representative Cavitt and Representative DeBoyer testified in support of HB 5314, HB 5315 and HB 5316. Questions and discussions followed. The following person submitted a card in support of HB 5316, but did not wish to speak: Randy Gross, representing the MI Chamber. The Chair laid HB 4586 before the committee: HB 4586 (Rep. Woolford) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending section 5b (MCL 28.425b), as amended by 2023 PA 37. The following person submitted a card in opposition to HB 4586, but did not wish to speak: Denise Hartsough, Co-President, representing the League of Women Voters of Michigan. Representative BeGole moved to report out HB 4586 with recommendation. The motion prevailed 7-2-1: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen and Schuette. Nays: Reps. Hope and Scott. Pass: Rep. Breen. The Chair laid HB 5113 before the committee: HB 5113 (Rep. Nays: Reps. Hope and Scott. Pass: Rep. Breen. The Chair laid HB 4980 before the committee: HB 4980 (Rep. Cathy M. Garrett, Wayne County Clerk, testified in opposition to HB 4980. Questions and discussions followed. Representative BeGole moved to report out HB 4980 with recommendation. The motion prevailed 7-2-1: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen and Schuette. Nays: Reps. Hope and Scott. Pass: Rep. Breen. The Chair laid SB 158 before the committee: SB 158 (Sen. Cavanagh) A bill to regulate the online sale of tickets for entertainment events; and to prohibit the use of a bot to make certain purchases for tickets for entertainment events. Grace Rowley, from the Office of Senator Cavanagh, testified in support of SB 158. Representative Lightner moved to report out SB 158 with recommendation. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Hope, Breen and Scott. Nays: None. Pass: None.
