The Chair invited Corey Savino of the Senate Fiscal Agency to give the committee a review of the Strategic Outreach and Attraction Reserve (SOAR) fund. Next, the Chair invited Michell Richard, Acting Director, and Rob Mass, Legislative Liaison of the Michigan Department of Lifelong Education, Advancement, and Potential (MILEAP) to give the committee an overview the 2024 and 2025 budget recommendations for the department. There being no further business before the committee, the Chair entertained a motion by Sen. Santana, supported by the Sen. - **DRAFT** COMMITTEE MEETING MINUTES February 21, 2024 A meeting of the Senate Appropriations Subcommittee on Universities and Community Colleges was scheduled for Wednesday, February 21, 2024, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The Chair called the meeting to order at 9:05 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) Irwin, Albert and Damoose, a quorum was present. The Chair made a motion, supported by Sen. Irwin, to excuse absent members. Without objection, absent members were excused. Sen. Albert made a motion, supported by Sen. Irwin, to approve the minutes from the meeting on April 26, 2023. Without objection, the minutes were approved. The Chair invited the following individuals to present testimony regarding the fiscal year 2024-25 Governor's Recommendation for the Community Colleges and Higher Education budgets. Rebecca McDonald and Beth Bullion, State Budget Office Ms. McDonald and Ms. Bullion provided oral and written testimony and answered a number of questions regarding the Governor's Recommendation from members of the committee. There being no further business before the committee, the Chair made a motion, supported by Sen. Irwin, to adjourn the committee at 9:34 a.m. Without objection, the committee was adjourned.
