MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, December 3, 2024 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Markkanen, Wendzel, Johnsen. Absent: Reps. Shannon, Greene, Paquette. Excused: Reps. Shannon, Greene, Paquette. Representative Wendzel joined the committee remotely. Representative Weiss moved to adopt the meeting minutes from November 12, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4095, HB 4096, HB 5549, HB 5659 and HB 5660 before the committee: HB 4095 (Rep. Young) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1308d. HB 4096 (Rep. Puri) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1308c. HB 5549 (Rep. Breen) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1308c. HB 5659 (Rep. Meerman) A bill to amend 2018 PA 548, entitled "Comprehensive school safety plan act," by amending the title and section 3 (MCL 28.803) and by adding section 6; and to repeal acts and parts of acts. HB 5660 (Rep. DeBoer) A bill to amend 1976 PA 451, entitled "The revised school code," by amending sections 6, 1241, and 1308a (MCL 380.6, 380.1241, and 380.1308a), section 6 as amended by 2016 PA 192, section 1241 as added by 2018 PA 549, and section 1308a as added by 2018 PA 551. Representative Breen spoke to the substitutes for HBs 4095, 4096, 5549, 5659 and 5660. Questions and discussion followed. Jayme Taylor and Katie Cavanaugh, members of the Okemos Public School Board of Education, testified in support of HBs 4095, 4096 and 5549. The following people submitted a card in support of HB 4095, HB 4096, HB 5549, HB 5659 and HB 5660, but did not wish to speak: Noah Smith, representing the Michigan Association of School Psychologists. Bob Kefgen, representing the Michigan Association of Secondary School Principals. The Chair laid HB 5174 before the committee: HB 5174 (Rep. Brabec) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1170c. Representative Brabec spoke to the substitute for HB 5174. Representative Edwards moved to adopt substitute (H-2) to HB 5174. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Markkanen, Johnsen. Nays: None. Pass: None. Representative Wegela moved to report out HB 5174 with recommendation, as substitute (H- 2). The motion prevailed 8-1-1: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong. Nays: Rep. Johnsen. Pass: Rep. Markkanen. The following people submitted a card in support of HB 5174, but did not wish to speak: Rachel Kuntzsch, representing the Self-heart Recipient. Jon Hoffman, representing the American Kidney Fund. Dr. Sheryl Kennedy, representing the Michigan Department of Education. Patrick Wells-O'Brien, representing the Gift of Life Michigan. The Chair laid HB 5735 before the committee: HB 5735 (Rep. Glanville) A bill to amend 1976 PA 451, entitled "The revised school code," by amending sections 1278a and 1278b (MCL 380.1278a and 380.1278b), as amended by 2022 PA 105. Representative Glanville moved to report out HB 5735 with recommendation. The motion prevailed 8-2-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong. Nays: Reps. Markkanen, Johnsen. Pass: None. The following person submitted a card in support of HB 5735, but did not wish to speak: John Severson, representing the Michigan Association of Intermediate School Administrations. Representative Conlin moved to excuse Representatives Shannon, Greene and Paquette from the meeting. There being no objection the motion prevailed by unanimous consent.
