HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JULIE ALEXANDER CHAIR COMMITTEE MEETING MINUTES Wednesday, May 12, 2021 10:30 AM Room 326, House Office Building The House Committee on Agriculture was called to order by Chair Alexander. The Chair requested attendance be called: Present: Reps. Alexander, Posthumus, Bellino, Rendon, Filler, Carra, Garza, Cambensy, Hope, Witwer, Puri. Absent: None. Excused: None. Representative Filler moved to adopt the meeting minutes from May 5, 2021. There being no objection, the motion prevailed by unanimous consent. Chair Alexander turned the gavel over to Majority Vice Chair Bryan Posthumus The Chair laid HB 4823 and HB 4824 before the committee: HB 4823 (Rep. Alexander) A bill to amend 2019 PA 152, entitled "Lawful internet gaming act," by amending section 15 (MCL 432.315). HB 4824 (Rep. Hertel) A bill to amend 2019 PA 149, entitled "Lawful sports betting act," by amending section 15 (MCL 432.415). Representative Alexander, testified in support of HB 4823 and HB 4824. At 10:42 AM, Majority Vice Chair Bryan Posthumus laid the committee at ease. At 10:43 AM, the Chair called the committee back to order. Libby Myers, a standardbred breeder from Clark Lake, Michigan, testified in support of HB 4823 and HB 4824. Questions and discussion followed. Mike Tanner, representing the United States Trotting Association, testified in support of HB 4823 and HB 4824. Questions and discussion followed. The following people submitted a card in support of HB 4823 and HB 4824, but did not wish to speak: Mike Krunbeen, representing the Michigan Harness Horsemen's Association. Rick McCune, representing the Michigan Thoroughbred Breeders. The following people submitted a card in opposition to HB 4823 and HB 4824, but due to the time constraints were unable to speak: Beatrice Friedlander, representing Attorneys for Animals. The Chair laid HB 4603 before the committee: HB 4603 (Rep. Bellino) A bill to amend 1976 PA 267, entitled "Open meetings act," by amending section 3a (MCL 15.263a), as amended by 2020 PA 254. The following people submitted a card in support of HB 4603, but did not wish to speak: Matthew Germane, representing the Michigan Meat Association. Representative Posthumus moved to report out HB 4603 with recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Alexander, Posthumus, Bellino, Rendon, Filler, Carra, Garza, Cambensy, Hope, Witwer, Puri. Nays: None. Pass: None. There being no further business before the committee, Rep.
