JIM LILLY CHAIR COMMITTEE MEETING MINUTES Thursday, May 13, 2021 10:30 AM Room 519, House Office Building The House Committee on Rules and Competitiveness was called to order by Chair Lilly. The Chair requested attendance be called: Present: Reps. Lilly, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Absent: Reps. Clements, Schroeder. Excused: Reps. Clements, Schroeder. Representative Wendzel moved to adopt the meeting minutes from May 6, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4687, HB 4688, HB 4689 and HB 4692 before the committee: HB 4687 (Rep. Pohutsky) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 6a (MCL 4.416a), as added by 1994 PA 383. HB 4688 (Rep. Martin) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," (MCL 4.411 to 4.431) by adding section 6b. HB 4689 (Rep. Schroeder) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," (MCL 4.411 to 4.431) by adding section 6c. HB 4692 (Rep. Scott) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 11 (MCL 4.421). Representative Pohutsky, testified in support of HB 4687, HB 4688, HB 4689 and HB 4692. Representative Martin, testified in support of HB 4687, HB 4688, HB 4689 and HB 4692. Chelsea Alcock, Legislative Director for Representative Schroeder, testified in support of HB 4687, HB 4688, HB 4689 and HB 4692. Representative Scott, testified in support of HB 4687, HB 4688, HB 4689 and HB 4692. The Chair laid HB 4249, HB 4250 and HB 4251 before the committee: HB 4249 (Rep. Hammoud) A bill to amend 2016 PA 281, entitled "Medical marihuana facilities licensing act," by amending sections 502 and 504 (MCL 333.27502 and 333.27504), section 502 as amended by 2018 PA 648 and section 504 as amended by 2018 PA 10, and by adding section 407b. HB 4250 (Rep. Hammoud) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending sections 3, 11, and 15 (MCL 333.27953, 333.27961, and 333.27965), section 3 as amended by 2020 PA 208. HB 4251 (Rep. Bellino) A bill to prohibit the sale of vapor products or alternative nicotine products that contain vitamin E acetate; and to prescribe penalties. Paul Weisberger, representing Wild Bill's Tobacco, testified in support of HB 4251. Representative Calley moved to excuse Representatives Clements and Schroeder from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Jim Lilly adjourned the meeting at 11:05 AM.
