- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, September 28, 2021 10:30 AM Room 521, House Office Building The House Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Berman, Carra, Roth, Sneller, Clemente, Shannon, Liberati, Puri. Absent: None. Excused: None. Representative Roth moved to adopt the meeting minutes from September 21, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5290 before the committee: HB 5290 (Rep. O'Malley) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 722 (MCL 257.722), as amended by 2018 PA 274. Representative Howell moved to report out HB 5290 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Berman, Carra, Roth, Sneller, Clemente, Shannon, Liberati, Puri. Nays: None. Pass: None. The following people submitted a card in support of HB 5290, but did not wish to speak: Jim Despelder, representing the County Road Association Self-Insurance Fund. The Chair laid HB 4976, HB 4977 and HB 4978 before the committee: HB 4976 (Rep. Markkanen) A bill to amend 2004 PA 175, entitled "Streamlined sales and use tax revenue equalization act," by amending section 5 (MCL 205.175), as amended by 2015 PA 177. HB 4977 (Rep. Markkanen) A bill to amend 1960 PA 124, entitled "An act to create the Michigan highway reciprocity board; to prescribe its powers and duties; and to repeal certain acts and parts of acts," by amending the title and sections 1 and 3 (MCL 3.161 and 3.163). HB 4978 (Rep. Markkanen) A bill to amend 1980 PA 119, entitled "Motor carrier fuel tax act," by amending section 3 (MCL 207.213). Representative Markkanen, joined by Henry Schienebeck, representing the Great Lakes Timber Professionals Association, both testified in support of HB 4976, HB 4977 and HB 4978. Questions and discussion followed. At 10:39 AM, the Chair laid the committee at ease. At 10:42 AM, the Chair called the committee back to order. Julie Penrose, representing Holli Forest Products, testified in support of HB 4976, HB 4977 and HB 4978. The following people submitted a card in support of HB 4976, HB 4977 and HB 4978, but did not wish to speak: Jason Wadaga, representing the Michigan Association of Timbermen.
