- HOUSE OF REPRESENTATIVES COMMITTEE ON COMMERCE AND TOURISM REP. PAULINE WENDZEL CHAIR COMMITTEE MEETING MINUTES Tuesday, December 7, 2021 10:00 AM Room 327, House Office Building The House Committee on Commerce and Tourism was called to order by the Chair Wendzel. The Chair requested attendance be called: Present: Reps. Wendzel, Roth, Alexander, Farrington, Wakeman, Martin, Cherry, Manoogian, Whitsett. Absent: Rep. Cambensy. Excused: Rep. Cambensy. Representative Liberati joined the committee remotely. Representative Roth moved to adopt the meeting minutes from October 19, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4994, HB 4077 and HB 4730 before the committee: HB 4994 (Rep. Witwer) A bill to allow for the charitable donation of unclaimed shoes held by persons engaged in the business of shoe repair. HB 4077 (Rep. LaFave) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 21106 (MCL 324.21106). HB 4730 (Rep. Calley) A bill to amend 1895 PA 161, entitled "An act to require county treasurers to furnish transcripts and abstracts of records, and fixing the fees to be paid therefor," by amending section 1 (MCL 48.101), as amended by 2015 PA 39. Representative Cherry offered the following amendment to HB 4994: 1. Amend page 1, line 3, by striking out "state licensed". 2. Amend page 1, line 3, after "organization" by inserting "that is registered with this state". Representative Cherry moved to adopt the amendment to HB 4994. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Wendzel, Roth, Alexander, Farrington, Wakeman, Martin, Cherry, Manoogian, Whitsett. Nays: None. Pass: None. Representative Cherry moved to report out HB 4994 with recommendation, as amended. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Wendzel, Roth, Alexander, Farrington, Wakeman, Martin, Cherry, Manoogian, Whitsett. Nays: None. Pass: None. Representative Roth moved to report out HB 4077 with recommendation. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Wendzel, Roth, Farrington, Wakeman, Martin, Whitsett. Nays: Reps. Alexander, Cherry, Manoogian. Pass: None. Representative Roth moved to adopt substitute (H-1) to HB 4730. The motion prevailed 7-1- 1: FAVORABLE ROLL CALL Yeas: Reps. Wendzel, Roth, Farrington, Wakeman, Martin, Cherry, Whitsett. Nays: Rep. Alexander. Pass: Rep. Manoogian. Representative Roth moved to report out HB 4730 with recommendation, as substitute (H-1). The motion prevailed 7-1-1: FAVORABLE ROLL CALL Yeas: Reps. Wendzel, Roth, Farrington, Wakeman, Martin, Cherry, Whitsett. Nays: Rep. Alexander. Pass: Rep. Manoogian. The following people submitted a card in opposition to HB 4760, but did not wish to speak: Bill Zaagman, representing the Michigan Association of Registers of Deeds. Deena Bosworth, representing the Michigan Association of Counties. Andy Doerr, representing the Michigan Association of County Treasurers. Bob Robinson, the Eaton County Treasurer, submitted a card in opposition to HB 4730. Leah Robinson, representing the Michigan Chamber of Commerce, submitted a card in support of HB 4730, but did not wish speak. Representative Cherry moved to excuse Representative Cambensy from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Pauline Wendzel adjourned the meeting at 10:06 AM.
