GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Thursday, April 28, 2022 10:30 AM Room 307, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Absent: None. Excused: None. Representative Cambensy moved to adopt the meeting minutes from March 24, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid before the Committee a presentation by Kristin Phillips, Chief Marketing and Outreach Division, and Taylor Ridderbusch, Michigan Department of Natural Resources, regarding Sportsman Licensing. Questions and discussion followed. The Chair laid HB 5358, HB 5359 and HB 5360 before the committee: HB 5358 (Rep. Howell) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding sections 43528c and 43528d. HB 5359 (Rep. Cherry) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding sections 48714a and 48714b. HB 5360 (Rep. Martin) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 40113a (MCL 324.40113a), as amended by 2016 PA 382. Substitute (H-1) was previously adopted to HB 5358 on December 2, 2021. Representative LaFave moved to report out HB 5358 with recommendation, as substitute (H- 1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. Substitute (H-1) was previously adopted to HB 5359 on December 2, 2021. Representative Aiyash moved to report out HB 5359 with recommendation, as substitute (H- 1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. Representative Martin moved to report out HB 5360 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. The following people submitted a card in support of HB 5358, HB 5359 and HB 5360, but did not wish to speak: Connor Bevan, representing the American Sportfishing Association. Kent Keene, representing the Congressional Sportsman's Foundation. The following person submitted a card in opposition to HB 5358, HB 5359 and HB 5360, but did not wish to speak: David Samson, representing the Michigan resident.
