- HOUSE OF REPRESENTATIVES COMMITTEE ON WORKFORCE, TRADES, AND TALENT REP. BETH GRIFFIN CHAIR COMMITTEE MEETING MINUTES Thursday, May 19, 2022 9:00 a.m. Room 327, House Office Building The House Committee on Workforce, Trades, and Talent was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance, and a quorum was present. Present: Reps. Griffin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Absent: Rep. Martin. Excused: Rep. Martin. Representative Hope moved to adopt the meeting minutes from January 27, 2022. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 6086 and HB 6088 before the committee: HB 6086 (Rep. Yaroch) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 20904, 20912, 20950, 20952, and 20954 (MCL 333.20904, 333.20912, 333.20950, 333.20952, and 333.20954), sections 20904, 20912, and 20954 as amended by 2000 PA 375, section 20950 as amended by 2021 PA 25, and section 20952 as added by 1990 PA 179. HB 6088 (Rep. Markkanen) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 20952 (MCL 333.20952), as added by 1990 PA 179. Representative Jeff Yaroch, the bill sponsor, explained HB 6086, and Representative Gregory Markkanen, the bill sponsor, explained HB 6088. Questions followed. Montgomery Nye, 5th District Vice President for the Michigan Professional Fire Fighters Union, and Ralph Ortiz, a member of the Lansing Fire Department representing the Michigan Professional Fire Fighters Union, testified in support of HB 6086 and HB 6088. Questions followed. Angela Madden, Executive Director at Michigan Association of Ambulance Services, testified and submitted written testimony in support of HB 6086 and HB 6088. Angela Kohls, a Paramedic at University of Michigan, representing Emergency Medical Services testified in opposition to HB 6086. Questions followed. Bryan Harmer, MAEd, CCEMTP, I/C , Professor in the Department of Emergency Medical Services at Lansing Community College, testified in opposition to HB 6086, and submitted written testimony. Questions followed. Erik Lyons, BS, EMT-P, I/C, Clinical Coordinator in the Department of Emergency Medical Services at Lansing Community College, testified in opposition to HB 6086. Questions followed. Marvin Helmker, BA, EMT-P, I/C, Program Director of Emergency Medical Services at Lansing Community College, testified in opposition to HB 6086, and submitted written testimony. Questions followed. Representative Jeff Yaroch, the bill sponsor for HB 6086, testified on HB 6086 and HB 6088. The following individuals submitted a card in opposition to HB 6086, but did not wish to speak: Dr. Diana Nordlund, DO, representing the Michigan College of Emergency Physicians; Lord Knight, representing Emergency Medical Services; and Adam Carlson, Senior Vice President of Advocacy at Michigan Health and Hospital Association. Representative Sabo moved to excuse Representative Martin from the meeting. There being no objections, the motion prevailed by unanimous consent. There being no further business before the committee; Representative Markkanen moved that the committee adjourn.
