CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, September 21, 2022 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: Rep. Mekoski. Excused: Rep. Mekoski. The Chair laid SB 808, SB 809 and SB 881 before the committee: SB 808 (Sen. Runestad) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending sections 78b, 78c, and 78f (MCL 211.78b, 211.78c, and 211.78f), sections 78b and 78c as amended by 2015 PA 202 and section 78f as amended by 2015 PA 190. SB 809 (Sen. Johnson) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending sections 78h and 78k (MCL 211.78h and 211.78k), section 78h as amended by 2014 PA 499 and section 78k as amended by 2020 PA 33. SB 881 (Sen. Chang) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending sections 7u and 53b (MCL 211.7u and 211.53b), section 7u as amended by 2020 PA 253 and section 53b as amended by 2020 PA 206. Kevin Mulligan, representing Senator Runestad, testified in support of SB 808 and SB 809. Garrett Wheat, representing Senator Johnson, testified in support of SB 808 and SB 809. Questions and discussion followed. Representative Bezotte moved to adopt the meeting minutes from June 21, 2022. There being no objection, the motion prevailed by unanimous consent. At 12:32 PM, the Chair laid the committee at ease. At 12:34 PM, Majority Vice Chair Bezotte called the committee back to order. Representative Calley testified in support of HB 6317 and HB 6318. Representative Morse testified in support of HB 6317 and HB 6318. Stacy Hissong, representing the Michigan Association of County Drain Commissioners, testified in support of HB 6317 and HB 6318. Questions and discussion followed. At 1:13 PM, Majority Vice Chair Bezotte laid the committee at ease. At 1:14 PM, the Chair called the committee back to order. Josh Lunger, representing the Grand Rapids Chamber of Commerce, testified in opposition to HB 6317 and HB 6318. Dawn Crandall, representing the Home Builders Association of Michigan, testified in opposition to HB 6317 and HB 6318. David Pearson, representing the Michigan Realtors, testified in opposition to HB 6317 and HB 6318. The following people submitted a card in support of HB 6317 and HB 6318, but did not wish to speak: Nick Occhipinti, representing the Michigan League of Conservation Voters. Emily Smith, representing the Michigan Environmental Council. Mike Spence, representing the Southeast Michigan Council of Governments. Chris Matus, representing the Wayne County CEO. The following people submitted a card in opposition to HB 6317 and HB 6318, but did not wish to speak: Tim Langholz, representing the National Federation of Independent Businesses. Ben Tirrell, representing the Michigan Farm Bureau. Representative Bezotte moved to excuse Representative Mekoski from the meeting. There being no objection the motion prevailed by unanimous consent.
