JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, February 20, 2019 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by Chairman Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. Representative Marino moved to adopt the meeting minutes from February 13, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4119 before the committee: HB 4119 (Rep. Meerman) A bill to amend 1947 PA 359, entitled "The charter township act," by amending section 13a (MCL 42.13a), as amended by 2012 PA 191. Questions and discussion were held between the members Representative Marino moved to refer House Bill No. 4119 to the committee on Ways and Means. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Nays: None. Pass: None. The Chair laid HB 4055 before the committee: HB 4055 (Rep. Slagh) A bill to amend 1967 PA 288, entitled "Land division act, "by amending section 109 (MCL 560.109), as amended by 2017 PA 196. Representative Slagh and Amanda Price, the Ottawa County Treasurer and representing the Michigan Association of County Treasurers, testified in support of the bill. Questions and discussion followed. The following people submitted a card in support of the bill, but did not wish to speak: Brad Ward, representing the Michigan Realtors Association. Judy Allen, representing the Michigan Townships Association. Meghann Keit, representing the Michigan Association of Counties. Stewart Sanders and Brandon Denby, representing the Michigan Association of Register of Deeds, submitted a card with a neutral position on the bill, but did not wish to speak. The Chair laid HB 4124 before the committee: HB 4124 (Rep. Cole) A bill to amend 1953 PA 181, entitled "An act relative to investigations in certain instances of the causes of death within this state due to violence, negligence or other act or omission of a criminal nature or to protect public health; to provide for the taking of statements from injured persons under certain circumstances; to abolish the office of coroner and to create the office of county medical examiner in certain counties; to prescribe the powers and duties of county medical examiners; to prescribe penalties for violations of the provisions of this act; and to prescribe a referendum thereon, "by amending section 5 (MCL 52.205), as amended by 2010 PA 108. Representative Cole and Meghann Keit, representing the Michigan Association of Counties, testified in support of the bill. Questions and discussion followed. Sandra McCormick, representing the Michigan Funeral Directors Association, submitted a card in opposition to the bill, but did not wish to speak.
