- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES AND VETERANS REP. KATHY SCHMALTZ CHAIR COMMITTEE MEETING MINUTES Tuesday, July 29, 2025 12:15 PM Room 307, House Office Building The House Committee on Families and Veterans was called to order by Chair Schmaltz. The Chair requested attendance to be called: Present: Reps. Schmaltz, Wozniak, Johnsen, Woolford, Young, Rheingans and Xiong. Absent: Reps. Fox, Thompson, Pavlov and Byrnes. Excused: None. Representative Young moved to adopt the meeting minutes from June 24, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4676 and HB 4677 before the committee: HB 4676 (Rep. MacDonell) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 602 (MCL 330.1602), as amended by 1995 PA 290. HB 4677 (Rep. Wozniak) A bill to amend 1998 PA 386, entitled "Estates and protected individuals code," by amending section 5303 (MCL 700.5303), as amended by 2024 PA 1. Representative Wozniak and Representative MacDonell, testified in support of HB 4676 and HB 4677. Questions and discussion followed. The Chair laid a presentation on Supported Decision Making before the Committee. Linda VanWormer and Amy Peckinpaugh gave a presentation on Supported Decision Making. Neyer) A bill to amend 2002 PA 713, entitled "Child abduction broadcast act," by amending the title and sections 1, 2, and 5 (MCL 28.761, 28.762, and 28.765). HB 4518 (Rep. Rigas) A bill to amend 2002 PA 712, entitled "Michigan Amber alert act," by amending the title and section 3 (MCL 28.753), the title as amended by 2013 PA 91. Representative Neyer and Representative Rigas testified in support of HB 4517 and HB 4518. Questions and discussion followed. Brandi Morey-Pols testified in support of HB 4517 and HB 4518. Victoria Jones testified in support of HB 4517 and HB 4518. At 1:29 PM, the Chair laid the committee at ease. At 1:38 PM, the Chair called the committee back to order.
