- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, June 11, 2019 9:15 AM Room 521, House Office Building The House Standing Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, B Carter, T Carter, Koleszar, Stone. Absent/Excused: None. Representative O'Malley moved to adopt the meeting minutes from June 4, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4342 before the committee: HB 4342 (Rep. Paquette) A bill to amend 1976 PA 451, entitled"The revised school code,"by amending section 1233 (MCL 380.1233), as amended by 2018 PA 418. Representative Paquette offered the following amendment to HB 4342: 1. Amend page 6, line 10, after "TEACHER" by inserting "IN A SPECIFIC TEACHING ASSIGNMENT FOR NOT MORE THAN 14 DAYS WITHIN A SCHOOL YEAR". 2. Amend page 6, line 15, after "EMPLOYMENT." by inserting "IF THE BOARD OF A SCHOOL DISTRICT OR INTERMEDIATE SCHOOL DISTRICT EMPLOYS AN INDIVIDUAL UNDER THIS SUBSECTION TO SUBSTITUTE TEACH IN A SPECIFIC TEACHING ASSIGNMENT AND THE INDIVIDUAL SUBSTITUTE TEACHES IN THAT SPECIFIC TEACHING ASSIGNMENT FOR 14 DAYS DURING THE SCHOOL YEAR, THE BOARD SHALL NOT AGAIN EMPLOY THAT INDIVIDUAL OR ANOTHER INDIVIDUAL DESCRIBED IN THIS SUBSECTION TO SUBSTITUTE TEACH IN THAT SAME ASSIGNMENT DURING THAT SCHOOL YEAR.". Representative Paquette spoke to his amendment. Representative Paquette moved to adopt the amendment to HB 4342. The motion prevailed 14-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, B Carter, T Carter, Koleszar, Stone. Nays: None. Pass: None. Representative Paquette testified in support of HB 4342. Questions and discussion followed. The following people submitted a card in opposition to HB 4342, but did not wish to speak: Peter Spadafore, representing the Michigan Association of Superintendents. Thomas Gilpin, representing himself as a substitute/contract educator since 2006. Julie Rowe, representing the American Federation of Teachers Michigan. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Caroline Liethen, representing the Michigan Department of Education. Jennifer Smith, representing the Michigan Association of School Boards. David Zuhlke, representing the Middle Cities Education Association. Ernest Tisdale, representing Edustaff. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 9:50 AM.
