- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, June 12, 2019 Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair Crawford. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Garrett, Liberati, B Carter, C Johnson. Absent/Excused: None. Representative Meerman moved to adopt the meeting minutes from May 22, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4128 before the committee: HB 4128 (Rep. Miller) A bill to amend 1939 PA 288, entitled “Probate code of 1939,"by amending section 1 of chapter XI (MCL 711.1), as amended by 2000 PA 111. Representative Rendon moved to refer House Bill No. 4128 to the committee on Ways and Means. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, B Carter. Nays: None. Pass: None. The Chair laid HB 4076 before the committee: HB 4076 (Rep. Kuppa) A bill to amend 1931 PA 328, entitled “The Michigan penal code,"(MCL 750.1 to 750.568) by adding section 145g. Representative Padma Kuppa, the bill sponsor, explained her bill, and introduced Dawn Hayes, who testified in support of the bill, and responded to a question from a committee member. A copy of Ms. Hayes PowerPoint presentation is attached. Detective Kristine Shuler from the Troy Police Department testified in support of the bill. Questions and discussion followed. A copy of her written testimony is attached. Annemarie Kelly, JD, LLM, and Christina Marsack-Topolewski, PHD, LMSW, from Eastern Michigan University’s College of Health and Human Services, testified in support of the bill. Questions and discussion followed. A copy of their PowerPoint and written testimony is attached. Richard M. Machesky, ED.D, Superintendent of Troy School District, testified in support and submitted written testimony, which is attached. The following people submitted a card in support of the bill, but did not wish to speak: Rebecca Mastee, J.D., representing the Policy Advocate for Michigan Catholic Conference. Brandon Lanyon, representing the Prosecuting Attorneys Association of Michigan. Lori Grigg Bluhm, representing the Troy City Attorney. Trooper Nicole McGhee, representing the Legislative Liaison for the Michigan Department of State Police. Melissa Roy, representing the Autism Alliance of Michigan. Dan Jarvis, representing the Director of Research and Public Policy for Michigan Family Forum. The following people submitted a card in support of the concept, but did not wish to speak: Sherry Boyd, representing the Executive Director for The ARC-Michigan. Ryan Coweadow, representing the Executive Director Area Agencies on Aging Association of Michigan. The following people submitted a card with a neutral position on , but did not wish to speak: Barbara Valliere, representing the Public Policy Specialist for United Cerebral Palsy of Michigan. The Chair laid before the committee presentations given by Michigan Elder Justice Initiative and Elder Law of Michigan. Dan Wojciak, Staff Attorney at Michigan Elder Law, and Ron Tatro, Director of Michigan Elder Justice Coordinating Council, briefed the committee on the new programs and initiatives regarding elder abuse. Copies of their handouts are attached. There being no further business before the committee, Rep. Daire Rendon adjourned the meeting at 10:21 AM.
