HOUSE OF REPRESENTATIVES COMMITTEE ON INSURANCE REP. DAIRE L RENDON CHAIR COMMITTEE MEETING MINUTES Tuesday, December 3, 2019 8:15 AM Room 521, House Office Building The House Standing Committee on Insurance was called to order by Chair Rendon. The Chair requested attendance be called: Present: Reps. Rendon, Markkanen, Webber, Vaupel, Bellino, Frederick, Hoitenga, LaFave, Paquette, Wittenberg, Gay-Dagnogo, Lasinski, Sneller, Bolden, Brenda Carter, Coleman. Absent/Excused: Rep. Berman. Representative Wittenberg moved to adopt the meeting minutes from November 7, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5241, HB 5242 and HB 5243 before the committee: HB 5241 (Rep. Rendon) A bill to amend 1956 PA 218, entitled "The insurance code of 1956,"by amending section 836b (MCL 500.836b), as amended by 2016 PA 558. HB 5242 (Rep. Wittenberg) A bill to amend 1956 PA 218, entitled "The insurance code of 1956,"by amending section 1301 (MCL 500.1301), as amended by 2015 PA 244, and by adding section 1359. HB 5243 (Rep. Paquette) A bill to amend 1956 PA 218, entitled "The insurance code of 1956,"by amending sections 1001 and 1027 (MCL 500.1001 and 500.1027), section 1001 as amended by 2016 PA 276 and section 1027 as added by 2008 PA 342, and by adding section 1028; and to repeal acts and parts of acts. Karin Gyger and Judy Weaver, representing the Michigan Department of Insurance and Financial Services, testified in support of HB 5241, HB 5242 and HB 5243. Questions and discussion followed. The following people submitted a card in support of HB 5241, HB 5242 (H-1), and HB 5243 (H- 1), but did not wish to speak: Marcia Hune, representing the Life Insurance Association of Michigan. Representative Markkanen offered the following amendments to HB 5243 (H-1): 1. Amend page 9, line 16, after "request." by striking out "The" and inserting "Except as otherwise provided in this subsection, the". 2. Amend page 9, line 21, after "person." by inserting "However, the director may divulge the information and documents described in this subsection to a relevant state or federal agency, or to the National Association of Insurance Commissioners, if the director receives assurances that the information and documents will be kept confidential.". Representative Markkanen moved to adopt the amendments to HB 5243 (H-1). The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps.
