- HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Tuesday, June 9, 2020 2:37 PM Room 352, House Appropriations, State Capitol Building The House Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Lower, Whiteford, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent: Reps. Hornberger, Afendoulis. Excused: Reps. Hornberger, Afendoulis. Representative Frederick moved to adopt the meeting minutes from June 2, 2020. There being no objection, the motion prevailed by unanimous consent. Representative Liberati moved to excuse Representatives Hornberger and Afendoulis from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HCR 24 before the committee: HCR 24 (Rep. Meerman) A concurrent resolution to demand that the Governor compile and make publicly available certain data, to encourage medical professionals to provide elective medical procedures, and to encourage the people of Michigan to continue to practice safe social distancing. Representative Meerman testified in support of HCR 24. Questions and discussion followed. The Chair laid HB 5767 before the committee: HB 5767 (Rep. Yaroch) A bill to amend 1976 PA 390, entitled "Emergency management act," (MCL 30.401 to 30.421) by adding section 7b. Representative Yaroch testified in support of HB 5767. Questions and discussion followed. Jeff White and Angela Madden, representing the Michigan Association of Ambulance Services, testified in support of HB 5767. Questions and discussion followed. The following people submitted a card in support of HB 5767, but did not wish to speak: Lt. Col. Tom Sands (Ret.), representing MOPEC. The Chair laid HCR 7 before the committee: HCR 7 (Rep. Whitsett) A concurrent resolution to urge the Centers for Disease Control and Prevention and the Michigan Department of Health and Human Services to protect the people of Michigan from Lyme disease by improving efforts to prevent, monitor, diagnose, and treat the disease. Representative Whitsett testified in support of HCR 7. Questions and discussion followed. The Chair laid HB 5832 before the committee: HB 5832 (Rep. Whiteford) A bill to amend 1974 PA 258, entitled "Mental health code," by amending sections 100a, 100b, 161, 409, and 439 (MCL 330.1100a, 330.1100b, 330.1161, 330.1409, and 330.1439), section 100a as amended by 2018 PA 595, section 100b as amended by 2014 PA 200, section 161 as amended by 2012 PA 500, section 409 as amended by 2018 PA 593, and section 439 as added by 1986 PA 118, and by adding chapter 9A. Representative Whiteford testified in support of HB 5832. Questions and discussion followed. Beverly Ryskamp, representing Network 180 - The Kent County Community Mental Health Authority, testified in support of HB 5832. Questions and discussion followed. Chad Witcher, representing the Office of Recipient Rights, Detroit Wayne Integrated Health Network, testified in support of HB 5832. The following people submitted a card in support of HB 5832, but did not wish to speak: Meghann Keit, representing the Michigan Association of Counties. Alan Bolter, representing the Community Mental Health Association of Michigan. There being no further business before the committee, Rep. Hank Vaupel adjourned the meeting at 3:31 PM.
