- HOUSE OF REPRESENTATIVES COMMITTEE ON COMMERCE AND TOURISM REP. STEVE MARINO CHAIR COMMITTEE MEETING MINUTES Wednesday, September 2, 2020 10:30 a.m. Room 519, House Office Building The House Committee on Commerce and Tourism was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Marino, Wendzel, Reilly, Schroeder, Wakeman, Wozniak, Cambensy, Camilleri, Sowerby, Hope, Manoogian. Absent: None. Excused: None. Representative Wendzel moved to adopt the meeting minutes from June 23, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5820 and HB 5821 before the committee: HB 5820 (Rep. Miller) A bill to amend 1984 PA 270, entitled "Michigan strategic fund act," (MCL 125.2001 to 125.2094) by adding section 88s. HB 5821 (Rep. Peterson) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.713) by adding section 280. Representative Aaron Miller and Representative Ronnie Peterson, bill sponsors for HB 5820 and HB 5821, testified on their bills. Questions and discussion followed. The following individuals testified in support of HB 5820 and HB 5821: Maggie DeSantis, Initiative Manager for Building the Engine of Community Development in Detroit; Chase L. Cantrell, Executive Director of Building Community Value in the City of Detroit; Helen Lehman, Executive Director of New Development Corporation in North Grand Rapids (submitted written testimony); Angela Brown Wilson, Deputy Director of Eastside Community Network; Jono Klooster, Economic Development Director for the City of Grand Rapids; and Kirstie Sieloff, Director of Government Relations for the Northern Michigan Chamber Alliance. Jessica AcMoody, Policy Director Community Economic Development Association of Michigan (CEDAM), submitted a card and written testimony in support of HB 5820 and HB 5821, but due to time constraints was unable to speak. The following individuals submitted a card in support of HB 5820 and 5821, but did not wish to speak: Josh Lunger, representing the Grand Rapids Area Chamber of Commerce; Steve Japinga representing the Lansing Regional Chamber of Commerce; Matt Patton, Director of Governmental Relations for Detroit Regional Chamber; Sandra A. Pearson, President and Chief Executive Officer for Habitat for Humanity of Michigan (submitted written testimony); Sarah Lucas, representing Housing North; and Jennifer Rigterink, Legislative Associate of State and Federal Affairs for the Michigan Municipal League. The following provided written testimony, without a card, in support of HB 5820 and HB 5821: David Tirsell, representing Macomb County Habitat for Humanity, and Detroit 21. The Chair laid HB 6136 before the committee: HB 6136 (Rep. Hall) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending section 44 (MCL 421.44), as amended by 2015 PA 240. Representative Matt Hall, the bill sponsor for HB 6136, testified on his bill. Questions followed. Amanda Fisher, Assistant State Director for National Federation of Independent Business of Michigan testified in support of HB 6136. David Q. Worthams, representing Michigan Manufacturing Association, submitted a card in support of HB 6136, but due to time constraints was unable to speak. The following individuals submitted a card in support of HB 6136, but did not wish to speak: Wendy Block, representing the Michigan Chamber of Commerce, and Jason Wadaga, representing the Michigan Association of Timberman. The following individuals submitted a card in opposition to HB 6136, but did not wish to speak: Ryan Sebolt, representing the Michigan AFL-CIO; Jeremey Garza, representing the Michigan Pipe Trades; Julie Rowe, representing the American Federation of Teachers of Michigan; Todd Tennis, representing the IBEW of Michigan State Conference; Todd Tennis, representing the United Food and Commercial workers International Union; Todd Tennis, representing the Amalgamated Transit Union-Michigan Legislative Conference; William B. Flory, representing the Michigan Association for Justice; Noah Smith, representing the Michigan Regional Council of Carpenters and Millwrights; Todd Cook, representing the Michigan Department of Labor and Economic Opportunity; and Ronald G. Khoury, representing the Operating Engineers Local 324. There being no further business before the committee, Representative Wakeman moved to adjourn the committee meeting.
