LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Wednesday, September 2, 2020 12:15 PM Room 352, House Appropriations, State Capitol Building The House Committee on Tax Policy was called to order by Chair Afendoulis. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Whitsett, Cynthia Neeley. Absent: None. Excused: None. Representative Schroeder moved to adopt the meeting minutes from June 23, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5778 and HB 5779 before the committee: HB 5778 (Rep. Ellison) A bill to amend 1893 PA 206, entitled "The general property tax act," (MCL 211.1 to 211.155) by adding section 9p. HB 5779 (Rep. Ellison) A bill to provide for the exemption of certain property from certain taxes; to levy and collect a specific tax upon the owners of certain property; to provide for the disposition of that specific tax; to provide for the powers and duties of certain state and local governmental officers and entities; and to provide penalties. Representative Ellison testified in support of HB 5778 and HB 5779. Questions and discussion followed. Ed Noonan, representing United Rental, John McClellan, representing the American Rental Association, Scott Irwin, representing Delux Rental, and Kevin Keeley, representing Chets Rent-All, all testified in support of HB 5778 and HB 5779. Questions and discussion followed. Lance Binoniemi, representing the Michigan Infrastructure and Transportation Association, testified in opposition to HB 5778 and HB 5779. HB 4993 (Rep. Berman) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.713) by adding section 261. Substitute (H-1) was previously adopted to HB 4992 on December 4th, 2019. Substitute (H-1) was previously adopted to HB 4993 on December 4th, 2019. Representative O'Malley moved to refer House Bill No. 4992 to the Committee on Government Operations, with recommendation as substitute (H-1). The motion prevailed 13- 1-1: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Vaupel, Webber, Farrington, Steven Johnson, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Whitsett, Cynthia Neeley. Nays: Rep. Hall. Pass: Rep. Lower. Representative Farrington moved to refer House Bill No. 4993 to the Committee on Government Operations, with recommendation as substitute (H-1).
