- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, December 17, 2025 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman and Myers-Phillips. Absent: Reps. Arbit and Wooden. Excused: Reps. Arbit and Wooden. Representative Johnsen moved to adopt the meeting minutes from December 10, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4445 before the committee: HB 4445 (Rep. Wortz) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 40102 and 40111a (MCL 324.40102 and 324.40111a), section 40102 as amended by 2015 PA 24 and section 40111a as amended by 2015 PA 265. Representative Weiss offered the following amendment to HB 4445: 1. Amend page 5, following line 12, by inserting: "Enacting section 1. This amendatory act does not take effect unless House Bill No. 4576 of the 103rd Legislature is enacted into law.". Representative Weiss spoke to the amendment. Representative Weiss moved to adopt the amendment to HB 4445. The motion did not prevail 5-8-2: UNFAVORABLE ROLL CALL Yeas: Reps. McFall, Scott, Weiss, Foreman and Myers-Phillips. Nays: Reps. St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak and Fairbairn. Pass: Reps. Martin and Wortz. Representative Wortz moved to report out HB 4445 with recommendation. The motion prevailed 10-5-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: Reps. McFall, Scott, Weiss, Foreman and Myers-Phillips. Pass: None. The Chair laid the presentation by Rigero Inc. of Plymouth, MI on Technology for Nutrient Management and Recovery for Lakes and Ponds before the committee. Roy Cole and Rich Baum, representing Rigero Inc., provided a presentation on their technology for nutrient management and recovery for lakes and ponds. Questions and discussions followed. Representative VanderWall moved to excuse Representatives Arbit and Wooden from the meeting. There being no objection, the motion prevailed by unanimous consent.
