BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6920 FAX: (517) 373-2751 COMMITTEE MEETING MINUTES April 29, 2021 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, April 29, 2021, at 8:30 a.m., in Room 403 of the Capitol Building. The agenda summary is as follow: 1. Testimony regarding SB 223 (Sen. Chang). 2. Testimony regarding SB 224 (Sen. Lauwers). 3. Testimony regarding SB 225 (Sen. Geiss). 4. Testimony regarding SB 226 (Sen. Theis). 5. Testimony regarding SB 227 (Sen. Johnson). 6. Reported HB 4219 (S-1) (Rep. Yancey) with recommendation. 7. Reported HB 4220 (S-1) (Rep. Bellino) with recommendation. 8. Reported HB 4308 (Rep. Hammoud) with recommendation. 9. Reported HB 4309 (Rep. Filler) with recommendation. 10. Reported SB 400 (Sen. McBroom) with recommendation. The Chair called the meeting to order at 8:30 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from April 15, 2021. Without objection, the minutes were adopted. The Chair brought up SB's 223 – 227, and invited Sen. Chang to summarize the bills. The Chair invited the following individuals to present testimony regarding SB's 223-227: Lydia Maciel, Girls Making Change, via Zoom – Support Kathy Hagenian, MI Coalition to End Domestic and Sexual Violence - Support The cards were read of those individuals not wishing to present testimony regarding SB's 223-227: Jess Averill-Hammond, Mi Domestic & Sexual Violence Prevention & Treatment Board – Support SB 223 - 225 Tom Hickson, Michigan Catholic Conference – Support The Chair brought up HB's 4219 - 4220 offered a (S-1) version of each bill. The Chair brought up HB's 4308 – 4309, and SB 400. The cards were read of those individuals not wishing to present testimony regarding HB 4219-4220, HB 4308 – 4309, and SB 400: Mike Tobias, Michigan Alcohol Policy – Support Diana Prichard, Americans for Prosperity - Support HB 4219 – 4220 Darrin T. Grondel, Foundation for Advancing Alcohol Responsibility – Support HB 4308 – 4309 Noah Smith, Criminal Defense Attorneys of Michigan – Support HB 4219 – 4220 John Cooper, Safe and Just Michigan – Support HB 4219 - 4220 The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of HB 4219. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Johnson to report HB 4219 (S-1) to the floor with recommendation that the bill pass.
