- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES Thursday, February 19, 2026 9:00 AM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative Harris moved to adopt the meeting minutes from January 22, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5232 and HB 5233 before the committee: HB 5232 (Rep. Koleszar) A bill to amend 1955 PA 133, entitled "An act to provide for the granting of military leaves and providing re-employment protection for officers and enlisted men of the military or naval forces of the state or of the United States," by amending section 3a (MCL 32.273a), as added by 2005 PA 8. HB 5233 (Rep. Robinson) A bill to require certain employers to provide paid military leave for certain members of those employers; and to provide certain conditions for the use of paid military leave. The following people submitted a card in opposition to HB 5233, but did not wish to speak: Dave Hodgkins, representing the Michigan Municipal League. Judy Allen, representing the Michigan Townships Association. Representative Harris moved to adopt substitute (H-1) to HB 5233. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Nays: None. Pass: None. Representative Harris moved to report out HB 5232 with recommendation. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Nays: None. Pass: None. Representative Harris moved to report out HB 5233 with recommendation, as substitute (H-1). The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Nays: None. Pass: None. The Chair laid HCR 2 and HB 5151 before the committee: HCR 2 (Rep. Meerman) A concurrent resolution prescribing the Rules of the Legislature for Selecting Commissioners to an Article V Convention. HB 5151 (Rep. Meerman) A bill to prohibit a commissioner representing this state at a convention under Article V of the Constitution of the United States from exceeding that commissioner's scope of authority; to prohibit an individual from bribing, threatening, intimidating, or obstructing a commissioner; and to prescribe penalties. At 9:06 AM, the Chair laid the committee at ease. At 9:06 AM, the Chair called the committee back to order. Representative Meerman, and Sarah Santana, representing the Convention of States, testified in support of HB 5151 and HCR 2. Questions and discussion followed.
