LAURIE POHUTSKY CHAIR COMMITTEE MEETING MINUTES Thursday, March 9, 2023 10:30 AM Room 327, House Office Building The House Committee on Natural Resources, Environment, Tourism and Outdoor Recreation was called to order by Chair Pohutsky. The Clerk read the letter from House Speaker Joe Tate removing Representative Mark Tisdel and appointing Representative Dave Prestin to the House Committee on Natural Resources, Environment, Tourism and Outdoor Recreation. The Chair requested attendance be called: Present: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz, Martin, Prestin, Schriver. Absent: None. Excused: None. Representative Schriver joined the committee remotely. Representative Paiz moved to adopt the meeting minutes from March 2, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4083 before the committee: HB 4083 (Rep. Rogers) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding subpart 3 to part 147. Representative Julie Rogers introduced HB 4083. Questions and discussion followed. Rachael Grover, Director of Planning and Development- Kalamazoo Country, testified in support of HB 4083. Questions and discussion followed. Denise Trabbic-Pointer, retired certified hazardous materials manager from Dupont and Axalta, and Stephen Colby Brown, PhD chemist, testified in support of HB 4083. Questions and discussion followed. Melissa Sargent, Environmental Health Advocate from the Ecology Center, testified in support of HB 4083. Questions and discussion followed. Michelle Batora, representing the Michigan Cleaners Association, testified in opposition to HB 4083. Steve Fry, representing the Presidential Cleaners, testified in opposition to HB 4083. The following people submitted a card in support of HB 4083, but did not wish to speak: Travis Boeskool, representing the Michigan Department of Environment, Great Lakes and Energy. Nick Occhipinti, representing the Michigan League of Conservation Voters. Megan Tinsley, representing the Michigan Environmental Council. The following person submitted a card in opposition to HB 4083, but did not wish to speak: Amanda Fisher, representing the National Federation of Independent Business. The Chair laid a presentation from the Michigan Environmental Council before the committee. Charlotte Jameson, Chief Policy Officer, and Megan Tinsley, Water Policy Director, from the Michigan Environmental Council, gave an overview presentation. Questions and discussion followed.
