HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie, Tate and Coffia. Absent: None. Excused: None. Representative Tate moved to adopt the meeting minutes from March 13, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid a Presentation from Northern Michigan Chamber Alliance before the committee. Nikki Devitt, Christopher Martin, Haley Bennett, and Christopher Germain, representing the Northern Michigan Chamber Alliance, provided a presentation on the Northern Michigan Chamber Alliance. Questions and discussions followed. The Chair laid HB 4055, HB 4056, HB 4057, HB 4058 and HB 4059 before the committee: Thursday, March 20, 2025 10:30 AM Room 521, House Office Building HB 4055 (Rep. Schuette) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 275. HB 4056 (Rep. Schuette) A bill to create a child care savings program; to provide for child care savings accounts; to prescribe the powers and duties of certain state agencies, boards, and departments; to allow certain tax deductions; and to provide for penalties and remedies. HB 4057 (Rep. Schuette) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 30 (MCL 206.30), as amended by 2023 PA 4. Representative Scheutte, Representative Schmaltz, and Representative DeBoer testified in support of HB 4055, HB 4056, HB 4057, HB 4058, and HB 4059. Questions and discussions followed. Genevieve Marron, representing Right to Life of Michigan, testified in support of HB 4055, HB 4056, HB 4057, HB 4058, and HB 4059. Rachel Richards, representing the Michigan League for Public Policy, testified with no position on HB 4055, HB 4056, HB 4057, HB 4058, and HB 4059.
