- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN AND SENIORS REP. STEPHANIE A YOUNG CHAIR COMMITTEE MEETING MINUTES Tuesday, June 6, 2023 12:00 PM Room 326, House Office Building The House Committee on Families, Children and Seniors was called to order by Chair Young. The Chair requested attendance be called: Present: Reps. Young, Coffia, Glanville, Arbit, Edwards, MacDonell, Wozniak, Fox, Johnsen, Thompson. Absent: None. Excused: None. Representative Arbit moved to adopt the meeting minutes from May 16, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4676, HB 4677 and HB 4678 before the committee: HB 4676 (Rep. Young) A bill to amend 1994 PA 203, entitled "Foster care and adoption services act," by amending section 8b (MCL 722.958b), as added by 2018 PA 489. HB 4677 (Rep. Young) A bill to amend 1994 PA 203, entitled "Foster care and adoption services act," (MCL 722.951 to 722.960) by adding section 8e. HB 4678 (Rep. Edwards) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1281c. At 12:02 PM, the Chair laid the committee at ease. At 12:03 PM, Majority Vice Chair Coffia called the committee back to order. Chair Young and Representative Edwards testified in support of HB 4676, HB 4677 and HB 4678. Questions and discussion followed. At 12:21 PM, Majority Vice Chair Coffia laid the committee at ease. At 12:22 PM, the Chair called the committee back to order. Michelle Williams and Dr. Delsa Chapman, representing the Michigan Department of Education, testified in support of HB 4676, HB 4677 and HB 4678. Questions and discussion followed. Saba Gebrai, representing the Park West Foundation Program, testified in support of HB 4676, HB 4677 and HB 4678. Questions and discussion followed. Christian Randle, a Youth Leader of Empowering Foster Youth Through Technology, testified in support of HB 4676, HB 4677 and HB 4678. Raymond Miller, a Youth Leader of Empowering Foster Youth Through Technology, testified in support of HB 4676, HB 4677 and HB 4678. Ov'Var'Shia Gray-Woods, representing the President of Empowering Foster Youth Through Technology, testified in support of HB 4676, HB 4677 and HB 4678. The following person submitted a card in support of HB 4676, HB 4677 and HB 4678, but did not wish to speak: Mark McWilliams, representing Disability Rights Michigan.
