- HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. KELLY A BREEN CHAIR COMMITTEE MEETING MINUTES Wednesday, September 6, 2023 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Breen. The Chair requested attendance be called: Present: Reps. Breen, Edwards, Hope, Arbit, Dievendorf, Hoskins, Tsernoglou, Fink, Wendzel, Wozniak, Outman, Johnsen. Absent: Rep. Tyrone Carter. Excused: Rep. Tyrone Carter. Representative Hope moved to adopt the meeting minutes from June 21, 2023. There being no objection, the motion prevailed by unanimous consent. Representative Edwards moved to excuse Representative Tyrone Carter from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4823 and HB 4920 before the committee: HB 4823 (Rep. Wozniak) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 803 (MCL 600.803), as amended by 2022 PA 8. HB 4920 (Rep. Fitzgerald) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 8130 (MCL 600.8130), as amended by 2014 PA 60. Trevor Van Dyke, representing the State Court Administrative Office, testified in support of HB 4823 and HB 4920. Questions and discussion followed. Representative Fitzgerald testified in support of HB 4920. Al Vanderberg, Kent County Administrator, testified in support of HB 4920. Questions and discussion followed. Chief Judge Jeffrey O Hara, representing the 63rd District Court, testified in support of HB 4920. Questions and discussion followed. Representative Wozniak; Judge Sara Schimke, representing the Macomb County Probate Court; and Trevor Van Dyke, representing the State Court Administrative Office, testified together in support of HB 4823. The following person submitted a card in support of HB 4823 and HB 4920, but did not wish to speak: Samantha Gibson, representing the Michigan Association of Counties.
