- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN AND SENIORS REP. STEPHANIE A. YOUNG CHAIR COMMITTEE MEETING MINUTES Tuesday, September 19, 2023 12:00 PM Room 326, House Office Building The House Committee on Families, Children and Seniors was called to order by Chair Young. The Chair requested attendance be called: Present: Reps. Young, Coffia, Glanville, Arbit, Edwards, MacDonell, Wozniak, Fox, Johnsen, Thompson. Absent: None. Excused: None. Representative MacDonell moved to adopt the meeting minutes from September 12, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4841 before the committee: HB 4841 (Rep. Young) A bill to amend 1979 PA 218, entitled "Adult foster care facility licensing act," by amending sections 3, 4, 5, 6, 7, 13, 24, and 31 (MCL 400.703, 400.704, 400.705, 400.706, 400.707, 400.713, 400.724, and 400.731), sections 3, 4, 5, 7, and 13 as amended by 2018 PA 557, section 6 as amended by 2017 PA 156, section 24 as amended by 2018 PA 558, and section 31 as amended by 1994 PA 150, and by adding sections 9a, 28, 28a, 28b, 28c, 28d, and 28e. At 12:04 PM, the Chair laid the committee at ease. At 12:05 PM, Majority Vice Chair Coffia called the committee back to order. Chair Young and Patricia Skrabis testified in support of HB 4841. Questions and discussion followed. At 12:42 PM, Majority Vice Chair Coffia laid the committee at ease. At 12:43 PM, the Chair called the committee back to order. Rich Farran and Jennifer Post, both representing the Health Care Association of Michigan, testified in opposition to HB 4841. Questions and discussion followed. Jonathan Zima, representing Dockerty Health, testified in opposition to HB 4841. Questions and discussion followed. Justine Bykowski testified in support of HB 4841. Robert Stein, General Counsel for the Michigan Assisted Living Association, testified in opposition to HB 4841. Questions and discussion followed. Brenda Roberts, representing the Michigan Assisted Living Association, testified in opposition to HB 4841. Dr. Christina Marsack-Topolewski and Professor Annemarie Kelly testified in support of HB 4841. The following people submitted a card in support of HB 4841, but did not wish to speak: Salli Pung, representing the Michigan Long Term Care Ombudsman. Tom Hickson, representing the Michigan Catholic Conference. The following people submitted a card in opposition to HB 4841, but did not wish to speak: Dana Lasenby, representing the Oakland Community Health Network. Joe Haveman, representing the Hope Network.
