HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, October 11, 2023 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck, DeSana. Absent: None. Excused: None. Representative Rheingans moved to adopt the meeting minutes from October 4, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5097 before the committee: HB 5097 (Rep. Hill) A bill to create a grant program to assist certain public institutions of higher education in addressing student hunger at those institutions; to provide for the powers and duties of certain state governmental officers and entities; and to require the promulgation of rules. Representative Hill and Julia Ruth, representing Swipe Out Hunger, testified in support of HB 5097. Questions and discussion followed. Carmel Price, Associate Professor at the University of Michigan-Dearborn, testified in support of HB 5097. Questions and discussion followed. Spencer Good, Olivia Heath, and Aditi Kulkarni, representing the Spartan Food Security Council, testified in support of HB 5097. Sandy Gregory, Assistant to the Dean of Student Success and Pantry Manager at the Student Food Pantry at Grand Rapids Community College, and Lisa Freiberger, Grand Rapids Community College Vice President of Finance and Administration, testified in support of HB 5097. Mary Brundage, Associate Dean of Students at Northern Michigan University, testified in support of HB 5097. The following people submitted a card in support of HB 5097, but did not wish to speak: Connor McNeely, representing the Detroit Disability Power. Madison Mogg, representing the Student Food Security Council. Grace Beem, representing the Spartan Food Security Council. Jay Lyon, representing the Spartan Food Security Council. Anton Akroush, representing the Spartan Food Security Council. The Chair laid HB 4816 and HB 4844 before the committee: HB 4816 (Rep. Wilson) A bill to prohibit high schools and certain athletic organizations from preventing high school student athletes in this state from receiving compensation for the use of their name, image, or likeness rights. HB 4844 (Rep. Witwer) A bill to amend 2020 PA 366, entitled "An act to prohibit postsecondary educational institutions in this state and certain athletic organizations from preventing a college athlete from receiving compensation for the use of his or her name, image, or likeness rights," by amending sections 3, 5, 7, and 10 (MCL 390.1733, 390.1735, 390.1737, and 390.1740). A Substitute (H-3) was adopted for HB 4816 at the October 4th, 2023 meeting. A Substitute (H-1) was adopted for HB 4844 at the October 4th, 2023 meeting. Representative Scott moved to adopt substitute (H-4) to HB 4816. The motion prevailed 9-1- 4: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz. Nays: Rep. Zorn. Pass: Reps. VanderWall, Paquette, Bruck, DeSana. Representative Koleszar moved to report out HB 4816 with recommendation, as substitute (H-4). The motion prevailed 9-2-3: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz. Nays: Reps. Paquette, Zorn. Pass: Reps. VanderWall, Bruck, DeSana. Representative MacDonell moved to report out HB 4844 with recommendation, as substitute (H-1). The motion prevailed 11-2-1: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, DeSana. Nays: Reps. Paquette, Zorn. Pass: Rep. Bruck.
