LAURIE POHUTSKY CHAIR COMMITTEE MEETING MINUTES Thursday, October 12, 2023 10:30 AM Room 327, House Office Building The House Committee on Natural Resources, Environment, Tourism and Outdoor Recreation was called to order by Chair Pohutsky. The Chair requested attendance be called: Present: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz, Martin, Prestin, Schriver. Absent: None. Excused: None. Representative Shannon moved to adopt the meeting minutes from October 5, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4832 before the committee: HB 4832 (Rep. Rogers) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 30111d. Representative Rogers testified in support of HB 4832 and explained the proposed (H-3) substitute. Questions and discussion followed. The Chair laid SB 441 before the committee: SB 441 (Sen. Shink) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 44508, 44524, 47325, 47327, and 47333 (MCL 324.44508, 324.44524, 324.47325, 324.47327, and 324.47333), sections 44508, 47325, and 47333 as added by 1995 PA 57, section 44524 as amended by 2012 PA 249, and section 47327 as amended by 2020 PA 385. Richard Williamson, representing the Office of Senator Shink, testified in support of SB 441. Scott Everett, representing the Michigan Fish Producers Association, testified in opposition of SB 441. Questions and discussion followed. Bill Winowiecki, representing the Michigan Charter Boat Association, testified in opposition of SB 441. Taylor Ridderbusch, Dave Caroffino, and Randy Claramunt, all representing the Michigan Department of Natural Resources, testified in support of SB 441. Questions and discussion followed. The committee returned to consideration of HB 4832. The following people submitted a card in support of HB 4832, but did not wish to speak: Sydney Hart and Jerrod Sanders, representing the Michigan Department of Environment, Great Lakes, and Energy. The following person submitted a card in opposition to HB 4832, but did not wish to speak: Peter Ruddell, representing Honigman LLP. Representative Paiz moved to adopt substitute (H-3) to HB 4832. The motion prevailed 8-1- 0: FAVORABLE ROLL CALL Yeas: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz, Martin, Prestin. Nays: Rep. Schriver. Pass: None. Representative Arbit moved to report out HB 4832 with recommendation, as substitute (H-3). The motion prevailed 6-1-2: FAVORABLE ROLL CALL Yeas: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz. Nays: Rep. Schriver. Pass: Reps. Martin, Prestin. There being no further business before the committee, Chair Pohutsky adjourned the meeting at 10:55 AM.
