The agenda summary is as follows: 1. A hearing to consider the appointment of Orlene Hawks as the Director of the Michigan Department of Licensing and Regulatory Affairs. The Chairman called the meeting to order at 3:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) LaSata, Nesbitt, McBroom, and Hertel, a quorum was present. The Chairman entertained a motion by Sen. LaSata to adopt the meeting minutes from the February 28, 2019 meeting. Without objection, the minutes were adopted. The Chairman invited Orlene Hawks to provide the committee with her opening statements. The Chairman invited committee members to ask questions regarding the appointment of Orlene Hawks as the Director of the Michigan Department of Licensing and Regulatory Affairs. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, S. Johnson, Hall, O'Malley, Yancey, Wittenberg, Ellison, Lasinski, Robinson. Absent/Excused: Reps. Schroeder, Whitsett. Representative O'Malley moved to adopt the meeting minutes from February 28th, 2019. There being no objection, the motion prevailed by unanimous consent. Jeff Mason and Dave Greco, representing the Michigan Economic Development Corporation, presented to the committee. Questions and discussion followed. The Chair laid HB 4189, HB 4190 and HB 4191 before the committee: HB 4189 (Rep. Sheppard) A bill to amend 2007 PA 36, entitled "Michigan business tax act," by amending sections 117, 500, and 505 (MCL 208.1117, 208.1500, and 208.1505), section 117 as amended by 2011 PA 292, section 500 as amended by 2016 PA 426, and section 505 as amended by 2011 PA 305, and by adding section 402; and to repeal acts and parts of acts. HB 4190 (Rep. Webber) A bill to amend 1995 PA 24, entitled "Michigan economic growth authority act," by amending section 8 (MCL 207.808), as amended by 2009 PA 123. HB 4191 (Rep. Coleman) A bill to amend 1967 PA 281, entitled "Income tax act of 1967,"by amending section 680 (MCL 206.680), as amended by 2012 PA 70. Representative Sheppard, Representative Webber, and Representative Coleman spoke in support of the bills. Questions and discussion followed. Shawn Merry, Irv Morse, and Greg Burkart, all representing Tenneco, spoke in support of the bills. Questions and discussion followed. Wishing to speak but unable to due to time were the following: Charlotte Johnson, representing the Michigan Environmental Council, in opposition to the bills. Steve Bieda, representing the Michigan Department of Treasury, in support of the bills. Dan Papineau, representing the Michigan Chamber of Commerce, in support of the bills. The following submitted cards in support of the bills, but did not wish to speak: Mike Johnston, representing the Michigan Municipal League. Mike Kowall, representing Oakland County. Amanda Fisher, representing the National Federation of Independent Business. Nick Occhipinti, representing the Michigan League of Conservation Voters, submitted card in opposition to the bills, but did not wish to speak. The Chair laid HB 4203 and HB 4204 before the committee: HB 4203 (Rep. Afendoulis) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 1a (MCL 205.51a), as amended by 2017 PA 221. HB 4204 (Rep. Kahle) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 2b (MCL 205.92b), as amended by 2017 PA 220. At 11:40 AM, the Chair laid the committee at ease. At 11:41 AM, Vice-Chair Lower called the committee back to order. Chairwoman Afendoulis, Representative Kahle along with Tina Piotrowski, representing the Metro Health Orthopedic Associates of Michigan Surgery Center; and Dan Papineau, representing the Michigan Chamber of Commerce, spoke in support of the bills.
