Gast Senate Appropriations Room of the Capitol Building. The agenda summary is as follows: Summary of Governor Whitmer's Fiscal Year 2020 and 2021 Budget Recommendation by Chris Harkins, Director of the Senate Fiscal Agency. The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, and McCann, a quorum was present. The Chairman entertained a motion by Sen. Hertel, to excuse absent members from the committee meeting. Without objection, Sen. Bayer was excused. The Chairman entertained a motion by Sen. Bumstead, supported by Sen. MacDonald, to adopt the committee meeting minutes from January 23, 2019. Without objection, the minutes were adopted. Next, the Chairman invited Chris Harkins, Director of the Senate Fiscal Agency, to summarize Governor Whitmer's fiscal year 2020 and 2021 budget recommendations. Michael Syracuse of the Senate Fiscal Agency came forward to help answer questions regarding transportation funding. There being no further business before the committee, the Chairman entertained a motion by Sen. Schmidt, supported by Sen.
