The agenda summary is as follows: 1. A hearing to consider the appointment of Dan Scrips to the Michigan Public Service Commission. The Chair called the meeting to order at 12:02 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Lucido, Sen.(s) LaSata, Nesbitt, McBroom, and Hertel, a quorum was present. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from March 7, 2019. Without objection, the minutes were adopted. The Chair invited Dan Scripps to provide the committee with his opening statements. The Chair invited committee members to ask questions regarding the appointment of Dan Scripps to the Michigan Public Service Commission. At 12:56 p.m., Sen. Hertel left the meeting and did not return. LaFave) A bill to amend 1992 PA 147, entitled “Neighborhood enterprise zone act, “by amending sections 2 and 8 (MCL 207.772 and 207.778), section 2 as amended by 2010 PA 9 and section 8 as amended by 2005 PA 339. Representative Beau LaFave, the bill sponsor, explained the bill. Questions followed. Michael Rackyect, City Assessor for the City of Southfield, testified in support of the bill. Questions followed. Jacob Thurston, Deputy City Assessor for the City of Southfield, answered questions from committee members. Jennifer Rigterink, Legislative Associate for the Michigan Municipal League, testified in opposition to the bill. Questions followed. The agenda summary is as follows: 1. Adopted the Committee Rules. 2. Testimony regarding SB 173 (Sen. Stamas). 3. Testimony regarding SB 19 (Sen. Zorn). The Chair called the meeting to order at 12:12 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley, Alexander, and Moss, a quorum was present. The Chair entertained a motion by Sen. Daley to adopt the committee rules. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander, and Moss Nays: None The motion prevailed and the rules were adopted. The Chair invited Sen. Stamas and Josh Clayton, of the Michigan Towing Association, to summarize SB 173. The Chair invited the following individuals to present testimony regarding SB 173: Judy Allen, Michigan Townships Association – Neutral Charlie Owens, National Federation of Independent Business – Support Jen Rigterink, Michigan Municipal League – Support The Chair invited Shane Preston, of the Chair's office, and Judy Allen, of the Michigan Townships Association, to summarize SB 19. There being no further business before the committee, the Chair moved to adjourned the committee.
