The agenda summary is as follow: 1. Reported HB 4126 (Rep. Howell) with recommendation and immediate effect. 2. Reported SR 20 (S-1) (Sen. McBroom) with recommendation. The Chair called the meeting to order at 8:30 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Bumstead to adopt the meeting minutes from March 16, 2021. Without objection, the minutes were adopted. The Chair invited Rep. Howell to summarize HB 4126. Member questions followed. The Chair invited the following individuals to present testimony via Zoom regarding HB 4126: Craig Brunet, Michigan Department of Natural Resources – Support. Ian FitzGerald, Michigan United Conservation Clubs – Support. The Chair entertained a motion by Sen. Bumstead to report HB 4126 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4126. Without objection, immediate effect was recommended. The Chair brought up the (S-1) version of SR 20 and summarized the resolution. MATT HALL CHAIR COMMITTEE MEETING MINUTES Wednesday, March 17, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Tax Policy was called to order by Chair Hall. The Chair requested attendance be called: Present: Reps. Hall, Tisdel, Calley, Farrington, Steven Johnson, Meerman, O'Malley, Beeler, Outman, Yancey, Ellison, Brixie, Kuppa, Neeley, Cavanagh. Absent: None. Excused: None. Representative Tisdel moved to adopt the meeting minutes from March 9, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4289 and HB 4290 before the committee: HB 4289 (Rep. Damoose) A bill to create the Michigan first-time home buyer savings program; to provide for first-time home buyer savings accounts; to prescribe the powers and duties of certain state agencies, boards, and departments; to allow certain tax deductions; and to provide for penalties and remedies. HB 4290 (Rep. Manoogian) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 30 (MCL 206.30), as amended by 2020 PA 65. Representative Damoose and Representative Manoogian, testified in support of HB 4289 and HB 4290. Paul Connors, representing the Michigan Department of Treasury, testified in opposition to HB 4289 and HB 4290. Brad Ward and Brian Westrin, representing the Michigan Realtors Association, testified in support of HB 4289 and HB 4290. Questions and discussion followed.
