The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. The Chairman entertained a motion by Sen. MacGregor, supported by Sen. Barrett, to adopt the committee meeting minutes from March 5, 2019 and March 13, 2019. Without objection, the minutes were adopted. Next, the Chairman invited Rep. Johnson, Jon Mieczkowski of Rep. Johnson's Office, Richard Phillips an exoneree, and his attorney, Sarah Krause, to summarize HB 4286. MATT HALL CHAIR COMMITTEE MEETING MINUTES Wednesday, March 20, 2019 8:15 AM Room 326, House Office Building The House Standing Committee on Oversight was called to order by Chairman Hall. The Chair requested attendance be called: Present: Reps. Hall, Reilly, Webber, S Johnson, LaFave, LaGrand. Absent/Excused: Reps. Schroeder, C. A. Johnson, Camilleri. Representative LaFave moved to adopt the meeting minutes from the March 14th, 2019, meeting. There being no objection, the motion prevailed by unanimous consent. Andrew Brisbo, Director of the State of Michigan Bureau of Marijuana Regulation, presented to the committee. Questions and discussion followed. Representative Reilly moved to excuse Representatives Schroeder, C. A. Johnson and Camilleri from the meeting. There being no objection the motion prevailed by unanimous consent. BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES March 20, 2019 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Wednesday, March 20, 2019, at 10:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 129 (S-1) (Sen. Schmidt) with recommendation and immediate effect. The Chair called the meeting to order at 10:44 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock and Hollier, a quorum was present. The Chair entertained a motion by Sen. Outman to adopt the meeting minutes from March 13, 2019. Without objection, the minutes were adopted. The Chair invited Craig Puckett, of Sen. Schmidt's office, to summarize SB 129. The Chair invited the following individuals to present testimony regarding SB 129: Dennis Cawthorne, City of Mackinac Island – Support Jason Gillman, Jr., Citizen – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 129: David Gregory, Mackinac Island Carriage Tours – Support Mark Polsdofer, Michigan Department of Transportation – Neutral The Chair offered, and summarized, an (S-1) version to SB 129. The Chair entertained a motion by Sen. LaSata to adopt the (S-1) version of SB 129. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None Page 1 of 2 The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Victory to report the (S-1) version of SB 129 to the floor with the recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 129 (S-1). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
