The agenda summary is as follows: 1. Testimony regarding SB 517 (Sen. Bizon). 2. Testimony regarding SB 520 (Sen. Outman). The Chair called the meeting to order at 12:32 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss and Bullock, a quorum was present. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Hollier was excused from the meeting. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from October 23, 2019. Without objection, the minutes were adopted. The Chair invited Sen. Bizon to summarize SB 517. The Chair invited the following individuals to present testimony regarding SB 517: Mark Polsdofer and Aarne Frobom, Michigan Department of Transportation – Support Tom Weston, HNTB Corporate – Support Baruch Feigenbaum, Reason Foundation – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 517: Ed Noyola, County Road Association – Neutral Page 1 of 2 The Chair invited Sen. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Warren, Byrd, Hertel. Absent/Excused: Reps. Wentworth, Neeley. Representative Lilly moved to adopt the meeting minutes from October 29, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 322 and SB 323 before the committee: SB 322 (Sen. Victory) A bill to amend 1851 PA 156, entitled "An act to define the powers and duties of the county boards of commissioners of the several counties, and to confer upon them certain local, administrative and legislative powers; and to prescribe penalties for the violation of the provisions of this act, "by amending section 11 (MCL 46.11), as amended by 2016 PA 77. SB 323 (Sen. Victory) A bill to amend 1909 PA 283, entitled "An act to revise, consolidate, and add to the laws relating to the establishment, opening, discontinuing, vacating, closing, altering, improvement, maintenance, and use of the public highways and private roads; the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; maintaining public access to waterways under certain conditions; setting and protecting shade trees, drainage, and cutting weeds and brush within this state; providing for the election or appointment and defining the powers, duties, and compensation of state, county, township, and district highway officials; and to prescribe penalties and provide remedies, "by amending section 6 of chapter IV (MCL 224.6), as amended by 2015 PA 237. Steven Gilbert representing Senator Victory, testified in support of SB 322 and SB 323. Deena Bosworth and Steve Currie, representing Michigan Association of Counties, testified in support of SB 322 and SB 323. The following people submitted a card in opposition to SB 322 and SB 323, but did not wish to speak: Ed Noyola, representing the County Road Association. Representative Lilly moved to excuse Representatives Wentworth and Neeley from the meeting. There being no objection the motion prevailed by unanimous consent.
