The Chair called the meeting to order at 1:39 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Polehanki, Sen.(s) Geiss, Chang, Camilleri, McDonald Rivet, Damoose and Johnson, a quorum was present. The Chair entertained a motion by Sen. Geiss to adopt the meeting minutes from February 13, 2024. Without objection, the minutes were adopted. The agenda summary is as follows: 1. Reported HB 4012 (Rep. Slagh) with recommendation. 2. Testimony regarding HB 5103 (Rep. McKinney). 3. Testimony regarding SB 706 (Sen. Klinefelt). The Chair called the meeting to order at 3:34 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Chang, McCann, Bellino, McBroom, Victory, and Bumstead, a quorum was present. The Chair entertained a motion by Sen. Bellino to adopt the meeting minutes from February 13, 2024. Without objection, the minutes were adopted. Chang to report HB 4012 to the floor with recommendation that it pass. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: None. Excused: None. Representative Farhat moved to adopt the meeting minutes from February 6, 2024. There being no objection, the motion prevailed by unanimous consent. Chair Shannon offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative MacDonell moved to adopt the proposed Committee rules. At 10:44 AM, Majority Vice Chair MacDonell called the committee back to order. Representative Shannon, joined by Sergeant Lamar Kashat, representing the Sterling Heights Police Department, testified in support of HB 5151. Questions and discussion followed. Hill) A bill to amend 1960 PA 124, entitled "An act to create the Michigan highway reciprocity board; to prescribe its powers and duties; to provide for the powers and duties of certain state and local governmental officers and entities; to allow certain reciprocal compacts, agreements, and arrangements; and to repeal certain acts and parts of acts," by amending section 3 (MCL 3.163), as amended by 2022 PA 25. Representative Hill, joined by Cameron Bruno, representing Representative Prestin's office, and Henry Schienebeck, representing the Great Lakes Timber Professionals Association, testified in support of HB 5378 and HB 5379. Questions and discussion followed.
