The agenda summary is as follows: 1. A hearing to consider the appointment of Isaiah M. Oliver to the Central Michigan University Board of Trustees. The Chairman called the meeting to order at 3:03 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) LaSata, Nesbitt and Hertel, a quorum was present. The Chairman invited Mr. Isaiah M. Oliver to provide the committee with his opening statement. At 3:07 p.m. Sen. McBroom entered the meeting. The Chairman invited committee members to ask questions of Mr. Oliver regarding his appointment to the Central Michigan University Board of Trustees. The Chairman entertained a motion by Sen. McBroom to adopt the meeting minutes from the May 23, 2019 meeting. Without objection, the minutes were adopted. Amend page 28, following line 20, by inserting: "Sec. 372. 1) As used in this section: (a) “Construction mechanic” means a skilled or unskilled mechanic, laborer, worker, helper, assistant, or apprentice working on a state project but shall not include executive, administrative, professional, office, or custodial employees. (b) “State or local project” means new construction, alteration, repair, installation, painting, decorating, completion, demolition, conditioning, reconditioning, or improvement of public buildings, schools, or works. (2) When selecting a contractor for a state or local project that includes the labor of construction mechanics the department shall give preference to contractors that maintain or participate in an apprenticeship program that is certified by the United States Department of Labor. (3) When selecting a contractor for a state or local project the department must give preference to contractors that will have at least 75% of their employees residing within 60 miles of the proposed project.”.
