COMMITTEE MEETING MINUTES
February 28, 2024
A meeting of the Senate Appropriations Subcommittee on General Government was scheduled for Wednesday,
February 28, 2024, at 3:00 p.m., in the 1300 Room of the Binsfeld Office Building.
The Chair called the meeting to order at 3:01 p.m.. He instructed the Clerk to call the roll. At that time, the
following members were present: Chair Cherry, Sen.(s) Bayer, Klinefelt and Albert. A quorum was present.
The Chair entertained a motion by Sen. Bayer, supported by Sen. Klinefelt, to adopt the meeting minutes from
February 21, 2024. Without objection, the minutes were adopted.
The Chair invited the following individuals to present testimony regarding the FY 2024-25 Executive
Recommendation:
John Johnson, Executive Director, Department of Civil Rights
Kimberly Woolridge, Deputy Executive Director, Department of Civil Rights
At 3:04 p.m., Sen. Roger Hauck entered the meeting.
The Chair invited the following individuals to present testimony regarding the FY 2024-25 Executive
Recommendation and the Complaints Investigation and Enforcement Division:
Marcelina Trevino, Enforcement Director, Department of Civil Rights
Senators Albert, Cherry, and Bayer asked questions pertaining to the presentation and the Executive
Recommendation.
The Chair invited the following individuals to present testimony regarding the FY 2024-25 Executive
Recommendation:
Michelle Lange, Executive Director, Department of Technology, Management, and Budget
Laura Clark, Michigan Chief Information Officer, Department of Technology, Management, and Budget.
Senators Cherry, Bayer, and Albert asked questions pertaining to the presentation and the Executive
Recommendation. In addition to the individuals testifying, answers were given by: Anthony Estell, Director of
Office of Retirement Services; Stephanie Epps-Guzek, Manager, Enterprise Risk Management; and
Maria Tyszkiewicz, Budget Director.
There being no further business before the committee, the Chair made a motion, supported by Sen. Bayer, to
adjourn the committee at 4:03 p.m. Without objection, the committee was adjourned.
