April 26, 2023
A meeting of the Senate Appropriations Subcommittee on PreK-12 was scheduled for Wednesday, April 26,
2023, at 11:00 a.m., in the 1300 Room of the Binsfeld Office Building.
The agenda summary is as follows:

The Chair called the meeting to order at 11:05 a.m.. He instructed the Clerk to call the roll. At that time, the
following members were present: Chair Camilleri, Sen.(s) Polehanki, Hertel, Klinefelt, Cavanagh, Theis and
Albert, a quorum was present.
The Chair entertained a motion by Sen. Polehanki, supported by Sen. Hertel, to adopt the meeting minutes from
April 10, 2023. Without objection, the minutes were adopted.
The Chair laid SB 173 before the committee:
SB 173
(Sen. Camilleri)
A bill to amend 1979 PA 94, entitled "The state
school aid act of 1979," by amending sections 11
and 17b (MCL 388.1611 and 388.1617b), section
11 as amended by 2022 PA 212 and section 17b as
amended by 2007 PA 137.
Senator Camilleri gave an overview of the Senate substitute for SB 173. Ryan Bergan from the Senate Fiscal
Agency gave a more detailed overview.
Senator Albert moved, seconded by Senator Theis, to amend SB 173. He offered a substitute, SB 173 (S-2) as
an amendment to SB 173 (S-1).
Sen. Camilleri objected and a vote was required. The vote was as follows:
Yeas: Sen.(s) Theis and Albert.
Nays: Chair Camilleri, Sen.(s) Polehanki, Hertel, Klinefelt, and Cavanagh.
The motion failed.
The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 173:

Nays: Sen.(s) Theis and Albert.
The motion prevailed and the bill was referred.
There being no further business before the committee, the Chair made a motion, supported by Sen. Hertel, to
adjourn the committee at 11:30 a.m.Without objection, the committee was adjourned.
