The House Committee on Workforce, Trades, and Talent was called to order by the Chair.
The Chair requested attendance be called. The Clerk called the attendance and a quorum was present.
Present: Reps. Griffin, Martin, Howell, Farrington, Markkanen, Sabo, Hope, O'Neal.
Absent: Rep. Eisen.
Excused: Rep. Eisen.
Representative Martin moved to adopt the meeting minutes from October 28, 2021. There being no
objections, the motion prevailed by unanimous consent.
The Chair laid HB 5527 before the committee:

A bill to amend 1966 PA 331, entitled "Community
college act of 1966," by amending section 166 (MCL
389.166), as added by 2008 PA 359.
At 9:02 a. m., the Chair went at ease at the call of the Chair.
At 9:04 a.m., the Majority Vice Chair, Representative Martin, called the committee back to order.
The Chair, the bill sponsor, explained HB 5527, and introduced Michael Hansen, President of the
Michigan Community College Association, and Daniel J. Phelan, President of Jackson College, who
testified in support of HB 5527. Questions followed.

HB 5180

A bill to amend 2006 PA 491, entitled "Michigan
works one-stop service center system act," by
amending section 13 (MCL 408.123).
Representative Sabo moved to adopt the substitute (H-1) to HB 5179. The motion prevailed 6-0-1:
