(Rep. Brenda Carter)
A resolution to urge the United States Congress to
expand the federal Family First Prevention
Services Act by allowing flexibility in the use of
Title IV-E funds to help children remain safely in
their homes.
Representative Mary Whiteford, Vice-Chair of the House Appropriations Committee, Chair
of the Michigan Department of Health, Human Services Subcommittee and Chair of The
House Adoption and Foster Care Task Force, submitted the 2021-2022 Adoption and Foster
Care Report to the full committee.
Lisa Grodsky, Program Operations Manager at Oakland Livingston Human Service Agency,
testified with a neutral position on HB 5978 and HB 6075.
Tracey Defeyter testified in support of HB 5801, HB 5974, HB 5975, HB 5976, HB 5977,
HB 5978, HB 5980, HB 5981, HB 6067, HB 6073, HB 6074, HB 6075 and HR 262.
Eric Chappell, Legislative Assistant to Representative Jack O'Malley, the bill sponsor,
explained the substitute (H-1) to HB 6070.
Karla Ruest, representing the Michigan County Social Services Association, submitted a card
in support of HB 5974, HB 5975, HB 5977, HB 5978, HB 5980, and HB 5981, but did not
wish to speak.
Rebecca Mastee, Policy Advocate for Michigan Catholic Conference, submitted a card in
